A DuPage County attorney since 1986, Robert T.C. Kay serves as primary legal counsel for individuals, businesses and families in Wheaton, Glen Ellyn, Naperville and other DuPage County communities. He has represented commercial and residential real-estate developers in obtaining approval of subdivisions, zoning, planned unit development, special use permits, building and sign permits, code variances and zoning map amendments.

In addition, Mr. Kay has represented local government in matters related to zoning, annexation, open meetings act, freedom of information act, employment, taxation, intergovernmental agreements, public contracts and elections.
